I have a doxie that does that too. I took her in and had a full blood panel done along with exam to rule out medical. Her diagnosis is excessive compulsive disorder. She is on doggie downers prescribed by her Vet. She is much improved but not cured. If you can exercise her it will help a great deal. They have too much nervous energy sometimes. I would be sure there was not a medical issue by taking her to a Vet and get a complete exam.

Licking maniac
My 9 year old doxie licks everyone and everything too. He didn't always do this, it has been the last few years. He has licked my wood floor so much in spots that the finish is coming off! I try to deter him but he is very hard to stop. He licks people and other dogs incessently.
