Maybe The Harness Is Adjusted Too Snugly.......
Or maybe there is a seam on the harness that is irritating your dog's skin. Chewy will get a rash and sometimes and a sore spot when she goes in the grass when it is still wet. And with dachshund's legs being only 3 inches long, their bellies get kinda wet. I use a moisturizing cream (Kalaya Emu Oil Pet Skin Cream) on her belly before and after she goes out into the wet grass. It really helped quite a bit! I got it from jefferspet.com They also make the same brand shampoo and a moisturizing spray. Prices aren't bad either. It's a good website for supplies for your dog - good prices and quick shipping.
