sam bit me

We've had sammy for 3 weeks. We are guessing him to be about 8 weeks old. I don't know for sure- he was a stray, and I beleive should've still been with his mamma.
He will growl/snarl at the boys if they go to get him from my lap (to go out,etc). Today, my 12 yr old was getting Sam's leash on, to go out, and sam snarled and BIT ME!!! He got my finger pretty good, and I picked him up by the scruff and yelled at him (right in his face, I'm afraid, I was pretty upset), and locked him in the bathroom for 20 minutes.
We had been, if he growled that way, picking him up by the scruff of the neck and telling him NO very sternly, and waiting for him to look away. But that isn't working.
Any ideas?

Check out some advice from The Dog Whisperer...aka Ceasar Milan. He seems to really understand puppies/dogs and gives lots of great tips.
