Dry skin help

I have a black and tan short-haired doxie and she has really dry skin, esp this time of year. I try and cut back on washings and use moisturizing shampoos but nothing seems to help. Do you have any hints or tips to help her?

I have a black and tan Dax Oban. He seems to keep his skin ok by giving him wheat germ oil and Keepers mix from Dorwest herbs. A web site.
A little massage on his tummy over -night with baby oil works ok aswell. We live in a dusty part of Spain and it seems a constant struggle being so low to the ground.
